Board of Directors Candidate Profiles
The Director Slate
This year we will be electing 5 directors to our board.
The Board of Directors serves a crucial role in the work that Cycle Toronto does. Every year as directors turn over, we are left with gaps in skills and experience that must be filled. The existing board is in a unique position to assess what skills and experience are required for this work, what gaps exist, and which nominees might best fill those gaps.
As a result, we have interviewed board nominees and are recommending to our membership a slate of nominees for election. This is the process taken by most established non-profits and one that we believe strikes a balance between democratic openness and building an effective board. Regardless of which nominees are on the slate, all nominees are free to run in the election. Directors are ultimately elected by the membership at the AGM.
This year, we were in need of experience in IT management, finance/accounting, strategic planning and human resources / law. We also looked for candidates who have board experience, organizational management, leadership, fundraising and risk management.
This year we have two directors seeking re-election. This is important as continuity is critical for the operations of a working board.

Directors seeking re-election:
Ashley Quan
Ward: 9
Cyclist: Year-round daily commuter
Skills/experience: Communications and Marketing, Fundraising, Advocacy, Strategic Planning
Bio: By day, I work in food security. By night, I work on activities that bring me closer to becoming a superhero (climbing, weightlifting, overly-involved Halloween costumes, watercolour painting). I believe cycling’s the best for all the obvious reasons, but also because of the surprised refrain “you biked in that (thunderstorm, outfit, extreme cold weather alert)?”
Skills and Experience I will bring to the position: I have a decade of experience working at non-profits in the realms of advocacy, communications, marketing, design, and events, and my academic background is in social justice and environmental science. I've chaired Cycle Toronto's Fundraising Committee and sit on the Advocacy Committee.
Why I want to run for a second term on the Cycle Toronto Board of Directors: I'd like to continue building on the initiatives that have been important to me over the last three years (strengthening our funding sustainability, growing our membership & influence beyond the core), as well as the exciting new challenges ahead (pushing our priorities forward this election, figuring out important structural and process issues, hyping up all our great new staff members).
Eric McGoey
Ward: 10
Cyclist: I’m a daily commuter, who rides year round.
Skills/experience: Communications and marketing, Strategic planning, Leadership, Risk management, Fundraising, Public policy, Organizational management.
Bio: My wife and I have lived car-free in Toronto since 2002. I love public policy, basketball, election campaigns, cooking, cycling, and my kids (not in that order). I spent 10+ years in government as a civil servant & political advisor, and have worked in the natural resource sector since 2012.
Skills and Experience I will bring to the position: I’m a volunteer, campaigner, and former Director of the Board for the Centre for Social Innovation. I want to put my issues management, communications and public affairs experience to work for the Board as Cycle Toronto fulfills its mission of bringing about a safe, healthy and vibrant cycling city for all.
Why I want to run for a second term on the Cycle Toronto Board of Directors: I got to know Cycle Toronto through Ward meetings, advocacy training, and the Ride for Safe Streets. Since joining the Board three years ago, I have served on the Governance and Fundraising Committees, and become Chair of the Board. I look forward to helping a new generation of Board members take leadership roles in our organization, and to assisting with the transition.

David Shellnutt

Bio: Dave is a dedicated advocate for individuals who have suffered injuries and injustice. Dave has 8 years of personal injury and human rights law experience and is a founding member of the Biking Lawyer LLP and Toronto Bike Brigade. Aside from being a passionate and accomplished advocate, Dave is also a bike crash victim. Dave cycles year-round in Toronto and is a long-time fan and member of Cycle Toronto.
Julia Langer
Ward: 17
Key area(s) of skills/experience: Leadership and senior management roles in the non-profit space. Membership on and service of non-profit Boards. Governance and risk management. Budgeting and financial management. Fundraising, primarily foundation and government sources. Strategic planning, campaign development, and program evaluation. Communications and media relations. Advocacy and government relations. Stakeholder relations and connections with community organizations, federal, provincial and municipal governments, and private sector.
Bio: Julia is CEO of The Atmospheric Fund, an endowment that advances low-carbon solutions in the GTA. Over nearly 40 years campaigning for the environment she has worked for a Minister of Environment, WWF, Friends of the Earth, Pollution Probe, Great Lakes United, and Federation of Canadian Municipalities. Julia is a year-round cyclist, avid gardener, and wilderness canoeist.
Why I want to join the Cycle Toronto Board of Directors: The pandemic and Toronto’s climate emergency declaration have created momentum for adding infrastructure, making cycling part of Toronto’s culture, and achieving the many social, environmental and financial benefits of cycling. I’ve been on and supported various non-profit Boards and am committed to contributing to good governance, strategic direction, and connections necessary for Cycle Toronto to thrive and achieve its mission.
Mark Emila
Ward: 14
Key area(s) of skills/experience: Strategic planning, IT management, Leadership, Coordinating and managing groups and organizations, Equity and anti-oppression, Human resources, Organizational design, Risk management, Communications and marketing, and Local cycling business ties
Bio: I’m a life-long Torontonian having lived in suburbs and city. I’m a cyclist, of course (roadie mostly). A civil engineering graduate from U of T but with a career centred around technology, first as an IT and Management Consultant across a broad range of industries; and then in Corporate Strategy and Operations roles with one of Canada’s leading Communications and Media companies (the red one). As an engineer, I’m fond of all things mechanical including cars. And I self-identify as a bicycle nerd.
Skills and Experience I will bring to the position: Career executive with experience across Corporate Strategy, Customer Experience, Operations, Product Design, Marketing, Commercial Strategy, Communications, Organizational Design and Management and IT Strategy Consulting across Natural resources, Finance, Technology, Communications, and Media sectors; Experience building and leading diverse, successful, high-performance teams; Executive and cross-organizational leadership and advisory roles; Success delivering large scale IT integration programs
Why I want to join the Cycle Toronto Board of Directors: As a long-time cyclist, I’m encouraged to see the changes that are being made in the city’s transportation networks to accommodate growing bicycle use. As a user of our transportation network as both driver and pedestrian, I see how growing bicycle awareness is important to encouraging and changing behaviours for the safe sharing of roads. And as a parent, I have keen interest in growing bicycle safety. I want to be part of realizing other opportunities for integration and I recognize that Cycle Toronto is an organization where I can lend my skills and experience to help achieve these opportunities.
